Teen jailed for rape sentenced for manslaughter in Norfolk
NORFOLK
A teenager who already is serving time for rape must also serve 8-1/2 years for voluntary manslaughter, a judge
ruled Friday.
Jurors convicted Stefan A. McCoy, now 18, of voluntary manslaughter in October, but did not recommend a
sentence because he was 16 years old and a juvenile at the time of the offense. McCoy's age meant that he
would have to be sentenced by a judge.
Nicholas Delaney, 18, was shot while riding in a car in the 6100 block of Alexander St. Prosecutor Greg
Underwood said the killing was a case of mistaken identity; Delaney was riding in a car similar to one that McCoy
was looking for after a fracas over a stolen bicycle.
McCoy raped a 12-year-old girl and killed Delaney in separate incidents to gain rank in the Bloods gang,
Underwood said.
"There needs to be a message sent that Norfolk is not going to tolerate kids acting like cowboys, carrying guns,
killing other kids," Underwood said.
McCoy's attorney, Michael F. Fasanaro Jr., said McCoy has been a model inmate during his two years in custody.
His probation officer testified that McCoy has been remorseful and has found faith.
"How can anyone subscribe to the theory that once a person has committed a crime they can't improve
themselves?" Fasanaro said.
McCoy apologized to Delaney's mother and sister in the courtroom before he was sentenced.
